Understanding the International Student Permit Cap and Provincial Letter of Attestation at Keyano College

In response to the Government of Canada’s recent announcement of a cap on international student permit applications, Keyano College remains committed to supporting our future international students. Understanding the urgency and the constraints, we offer a streamlined process to assist you in securing your Provincial Letter of Attestation (PAL), an essential step in your journey to studying in Alberta.

What You Need to Know:

  • The Cap: A limit has been set on the number of international student permits, affecting students planning to study in Canada. This cap impacts international students applying for undergraduate programs in Alberta, requiring a Provincial Letter of Attestation (PAL) alongside their acceptance letter. Current students, master's, doctoral, and K-12 students are exempt from this cap.
  • The Importance of PAL: Obtaining a Provincial Letter of Attestation is crucial for your study permit application. It serves as a testament to the legitimacy and necessity of your proposed study in Canada.

How Keyano College Supports You:

To align with the new guidelines set by Immigration, Refugees, and Citizenship Canada (IRCC), Keyano College is committed to facilitating the process for obtaining a Provincial Letter of Attestation (PAL) for our international students. Here’s what you need to know: 

  • Who Needs a PAL? International students applying for a study permit to commence undergraduate or certain postgraduate programs in Canada after January 22, 2024, will require a PAL.
  • Selective Issuance for Fall 2024: Keyano College will issue PALs selectively for applicants of the Fall 2024 intake who applied after January 22, 2024. Notably, PALs will not be issued for Business Administration Programs and Health Care Aid Program for Fall 2024. Applicants accepted into these programs after January 22, 2024, will receive a full refund of their Admission Deposit.
  • Summer 2024: Keyano College will not be issuing PALs for the upcoming Summer 2024 intake.
  • Document Submission Deadline: Applications submitted from October 1, 2023, to March 25, 2024, lacking necessary documents for evaluation will regrettably be closed for the Summer 2024 and Fall 2024 intakes.

Next Steps:

  • Once you receive your PAL, you must include it with your study permit application to IRCC. Applications without a PAL, where required, will be returned. 
  • Please refer to the IRCC website for the most up to date information.
